Jocelyn Fleming Gutchess

Jocelyn Fleming Gutchess, an economist and a civic leader, died at her home in Hanover, NH of leukemia on September 18, 2014. She was born in Greenwich, CT on January 22, 1921 to Dorothy Carson and Philip Bracken Fleming, both originally from Burlington, Iowa. Jocelyn spent her childhood in Washington, DC and West Point, NY. A graduate of Concord Academy and Bryn Mawr College, she remained committed to the college and to women's education throughout her life. In 1948 she married Franklin J. Gutchess, a government economist, and they spent much of their lives in the Hollin Hills area of Alexandria, Virginia. They had one daughter, Susan, and a son, Robert, who died in infancy. Jocelyn had a distinguished career. With the Department of Labor from 1964- 1968, she played a key role in establishing programs in the War Against Poverty, such as the Neighborhood Youth Corps. She was a founding partner of the consulting firm, Ruttenberg, Friedman, Kilgallon and Gutchess, retiring from the firm in 1989. During that period, she spent two years with the Organization of Economic Cooperation and Development in Paris. She was the author of "Manpower Challenge of the 70's" and "Employment Security in Action". She loved the outdoors and was an accomplished hiker, skier, and tennis player throughout her life. An inveterate traveller she enjoyed trips to Europe as well as Mongolia, Russia via the Trans-Siberian express, and most recently, Cuba. After her retirement, Jocelyn moved with Frank to their summer home in Sandwich, New Hampshire, where she volunteered in leadership roles with the Lakes Region Conservation Trust, the Squam Lakes Conservation Society and the Women's Fund of the New Hampshire Charitable Foundation. She also served on the Planning Board and Conservation Committee for the Town of Sandwich. She fostered efforts to preserve the Sandwich General Store and spearheaded a committee of the five towns bearing on Squam Lake to maintain the area's integrity and environmental health. In addition, she was a leader in the Winterset project which provided a lecture and discussion series each winterto residents of the Lakes Region. She was a founding member and leader of the Over the Hill Club, a local hiking group that provides a structure for hiking in the White Mountains and further afield. She completed the ascent of the 48 4,000 Footers, not once, but four times; much of this climbing was achieved after age 70. In 2006 she moved part time to Kendal at Hanover, NH, and became active in affairs there, serving on the Residence Council, the Budget Committee and the Planned Giving Committee. Jocelyn was predeceased by her husband in 2000. She is survived by her daughter, Susan, and Susan's wife, Helen Ingalls. In lieu of flowers, contributions may be made to the Women's Fund of the New Hampshire Charitable Foundation, the Lakes Region Conservation Trust, the Squam Lakes Conservation Society, or Bryn Mawr College.
